Rationale

FLIGHT ruling 2026-08-04. rocky is the LORE+CAIRNET bundle owned by rocky-hq, and rocky-hq/CAIRNET exists and is operating (cairnet-audit: 11 PASS across the estate, rocky-hq itself cls=kit-home). Governance declaring rocky not_applicable for mary-wiki was a pre-onboard placeholder, not a judgement. mary-wiki is a governance corpus whose whole purpose is auditable decision provenance, which is precisely what CAIRNET emission records, so rocky is required rather than optional. The other four (ares, traceo, crumb, eva) stay not_applicable deliberately and are not part of this ruling. See mary-wiki docs/findings F-024.
